    Worthington Town Council Successfully Conducts Emergency Levy Session Remotely

    Worthington Town Council is proud to announce that the emergency session to lay the 2026/27 levy, held at 6:00 p.m. on Thursday, March 26, was successfully conducted remotely.

    Mayor Deb Heflin, Recorder Melvin Lindsey, Councilwoman Trudy Cain, and Councilwoman Janet Lindsey were present. Councilman Mike Basnet was absent.

    The meeting was attended by two guests who joined the conference call by dialing the posted number and entering the access code provided on the town website without complication.

    There was no public comment during this meeting.

    The remote conference format proved effective, with clear and audible sound. The meeting ran smoothly and concluded in a timely manner.

    Council remains committed to working diligently to become current and believes holding remote meetings is the best option to accomplish that goal at this time.

    Given that the public comment period has recently devolved into disruption and delay rather than productive dialogue, and since public comment is not required under open government meeting laws,

    Worthington Town Council meetings will not include a public comment period for the time being.

    Once a clear and concise structure is established, the council will consider reincorporating public input into the new remote meeting format.

    This structure will include allotted time limits for speakers, ensuring meetings remain efficient and effective.

    During all future remote meetings, visitors will have audio access, but visitor microphones will be muted while the council conducts town business to prevent disruption.

    If the public comment period is ultimately reinstated, microphones will be unmuted for one individual at a time for a predetermined time limit.

    Council may respond to public comments if they choose; however, they are not required to engage in dialogue.

    Municipal policies clearly state that public comment is designed for citizens to present information or opinions, not to conduct back-and-forth debates with officials during meetings.

    The next remote council meeting is scheduled for Tuesday, April 21, at 6:00 p.m.

    The agenda will be available on Thursday, April 16.

    The conference number and access link will be posted on this website as soon as established via the remote service, allowing ample time for interested visitors to attend.

    All are encouraged and welcome to attend our council meetings via conference call.

    Council has been assured that holding meetings in this manner is fully legal and in compliance with the guidelines of the West Virginia state code.

    PUBLIC NOTICE:

    Please be advised that, effective April 2026, meetings of the Worthington Town Council will no longer be held at Worthington Town Hall.

    Council meetings will be conducted remotely until further notice.

    Access links and instructions for public participation will be posted in advance of each scheduled meeting.
